The architect knows the systems. The lawyer knows the rules. The policy officer knows the reality on the ground. But who sees the bigger picture: what is correct, what is missing, and where adjustments are needed?
In organizations, knowledge is scattered across many places. A change in legislation can affect processes, systems, and people at the same time, yet no one has a complete view of exactly where that change lands. Architects, lawyers, and policy officers often work alongside one another rather than together. They use different terms for the same concept and rely on documents that do not link to one another.
The result is delays and errors. A change to a process is not always reflected in the underlying rules. New legislation is implemented without anyone seeing which systems also need to change as a result.
Without that overview, it is difficult to check whether processes and rules are still aligned, or to determine where adjustments are needed. Accountability also becomes harder. No one can clearly trace why a decision was made or which rule it was based on.
Organizations are increasingly using AI to work faster, from chatbots to automated decision-making. Without a clear foundation of concepts, processes, and architecture, AI-generated answers cannot automatically be traced back to their sources.
The question is not whether AI will play a role. It will. The question is whether organizations will be able to explain why a system did what it did. That starts with making the knowledge that is currently scattered and implicit explicit and navigable.
