The Aquo standard is the leading semantic standard for exchanging water data in the Netherlands. The Forum Standardisation has placed Aquo on the “comply or explain” list: public sector organisations are required to apply Aquo in ICT procurement above €50,000.
Aquo regulates the sector. However, each water authority also has its own conceptual framework, its own definitions, and its own terminology that must align with Aquo and comply with NL-SBB, the mandatory standard for describing concepts.
The Aquo concepts themselves already run on BegrippenXL, via Rijkswaterstaat and the Water Information Centre. ArchiXL therefore supports the sector standard for all Dutch water management organisations.
An architect or information manager leaves, and the knowledge about why certain decisions were made goes with them. What remains are outdated documents and no one who still understands the coherence.
ArchiMate models are stored in tools that only architects can access. Boards and management never see them. The models are created, but are not used for decision-making.
Water boards, Rijkswaterstaat, municipalities, and chain partners: everyone uses the same terms with different meanings. Aquo and NL-SBB enforce a shared language, but implementation varies across water boards and often lags behind.
The reference architecture exists, but translating it to the organisation itself is a task for which there is never enough time. Every architect starts again from scratch, without being able to build on what has already been done.
Water boards are reorganising and digitising at the same time. In the process, critical institutional knowledge is lost. Projects are restarted that were already designed earlier, without anyone realising it.
NL-SBB and Aquo are on the “comply or explain” list. NIS2, the Environmental and Planning Act, and BGT source data stewardship all add to the burden. The compliance stack is growing, while capacity is not. Without tooling, this cannot be solved through effort alone.
